INFORMATION AND TECHNICAL REGULATIONS

 
WHEN - January 15-16-17, 2010. 
 
VENUE - The Red Willow Badminton Club in St Albert will be the host facility; they are located at 80 Boudreau Rd in St Albert, Alberta, T8N 5N4. The club features four international caliber badminton courts, change rooms, cafeteria. No outside food or drink is allowed in the club. Outdoor footwear is not permitted past the front entrance.
 
ENTRY DEADLINE - We ask that you please RSVP by Thursday, December 10th, 2009.
 
COST - $450 per team (based on eight athletes and 1 coach) + $50 each additional athlete. PLEASE MAKE CHEQUES PAYABLE TO 'BADMINTON ALBERTA'. The entry fee will include a team reception and tournament souvenir in addition to the competition.
 
ACCOMMODATION - The host hotel (4 star) will be the Sutton Place, Edmonton. A tournament rate will be $95 + taxes. Please quote “Badminton Alberta” will making your reservation. The hotel offers a indoor pool, several restaurants, and +15 walkway to indoor shopping mall, featuring movie theatres. Teams may chose to stay in St Albert at the St Albert Inn.
 
TRANSPORTATION – Ground transportation will not be provided throughout the event. Teams arriving by plane should arrive at the Edmonton International Airport. Travel time between the Edmonton International Airport and the Red Willow Badminton Club is approximately 30-45 minutes via the Anthony Hendey Freeway. Travel time between the Sutton Place and the Red Willow Badminton Club is approximately 25-30 minutes. Teams should make arrangements to rent a van to transport their players.
 
FORMAT - Two Age Categories: Under 14 (Born 1996 or later) and Under 16 (Born 1994 or later). Each team will consist of a minimum of two boys and two girls in each age category. Round robin team competition will be utilized. Each "tie" will consist of a total of 14 matches: Two boys’ singles in each age group, Two girls’ singles in each age group, One boys’ doubles in each age group, One girls’ doubles in each age group, One mixed doubles in each age group.
 
SCHEDULE - Travel schedules should facilitate a 2pm start time on Friday, January 15th. Practice times will be available at 1:00pm. Draw times will be Friday at 2pm. Saturday at 9am & 2pm, Sunday at 9am. Play should end on Sunday around 1:00 pm.

Technical Regulations
 
Definition:
The competition for the Western Canadian Team Championships (WCTC) shall be an Under 14/16 Team Championships. The four western provinces and two territories shall be entitled to take part.
 
1.       General Organization
The Competition shall be conducted in accordance with the following Regulations, and the Laws of Badminton.
 
2.       Form Of Competition
The Competition shall be held annually on the first or second full weekend of January.
 
3.       Entries
3.1.    Provincial and Territorial Associations must state their intent to enter a team at least one month prior to the tournament date.
3.2.    The host provincial association may entertain entry inquiries from foreign or club interests.
3.3.    Taking account of the number of courts available at the chosen venue and to keep the duration of the competition reasonable, the host may impose an upper limit on the number of entries, which can be accepted.
3.4.    No decision can be made with regard to a foreign or club entry without the consent of the participating Provincial or Territorial Badminton Associations.
 
4.       Method Of Competition
4.1.    The tournament shall declare a Western Canada Team Champion in the combined under 14 and 16 age categories.
4.2.    The tournament format is that of team competition
4.3.    The tournament schedule will be dependent on the number of entries.
4.4.    The intent of the championships but not restricted to, is to have Western Canadian provincial representation.
 
5.       Arrangements for Venue
5.1.    The venue is to rotate between western provinces.
5.2.    The tournament is to be held annually on the first or second full weekend of January.
5.3.    The tournament venue must meet the minimum standards as outlined in Badminton Canada National Championship Regulations
 
6.       Appointment of Referee
6.1.    The host organizing committee shall appoint a Referee, preferably of national calibre.
6.2.    The Referee shall have the power to hold a coaches/team managers meeting prior to the commencement of play.
6.3.    There shall be no appeal against the decision of a Referee.
 
7.       Qualification of Players
7.1.    Players having represented Canada at a major international games (Olympic, Commonwealth, Pan Am, Thomas/Uber Cup, World Juniors and Sudirman Cup) shall be ineligible.
8.       Nomination of Teams
8.1.    Each competing Member Association shall, at least 14 days prior to commencement of play, nominate to the host organization the players from whom its team will be selected.
8.2.    Teams shall be required to play ties comprising: two Men’s Singles, two Women’s Singles, one Men’s Doubles, one Women’s Doubles, one Mixed Doubles.
8.3.    Each coach or manager shall hand to the Referee the composition of his team for each tie, where the players are from those previously nominated, not less than 30 minutes prior to the commencement of the tie.
8.4.    Coach or manager must submit a line-up at least 30 minutes prior to the start of the tie or their line-up from the previous encounter will be used. If this is the first encounter, then the tournament referee shall determine the line-up by drawing names from a hat.
8.5.    Coach may change the line-up for each team tie.
8.6.    The Referee may sanction a substitute (or substitutes) for a player who, in the opinion of the Referee, is incapacitated by illness, accident or unavoidable hindrance. A substitute player may take no further part in a tie.
 
9.       Constitution of Matches and Teams
9.1.    Each tie shall be decided by the results of the four singles and three doubles matches and all seven matches shall be played. However, in the final tie, the Referee may decide not to play the last match or matches if the tie is already decided.
9.2.    No player shall play in more than three matches.
9.2.1.The minimum size of team for each age group tie is two male and two
female players
9.2.2.No player may compete in the same event in any individual tie (i.e. one player cannot play both singles matches, but can play in a singles, a doubles and mixed).
9.3.    Singles players must be nominated in order of ranking, with current national ranking to override provincial ranking.
9.3.1.The Referee will settle all disputes pertaining to the singles ranking of each Provincial or Territorial Association prior to the commencement of play.
9.3.1.1.                 The approved singles ranking order shall remain constant throughout the entire competition.
 
10.   Order of Play
10.1.The Referee or host committee shall decide and announce the order of play.
10.2.A player is entitled to an interval of 20 minutes between two matches.
10.3.A player must be prepared to go on court at the start of the tie; there will be a 10-minute default rule in effect. This applies to all remaining matches in a tie as well.
 
11.   Pool Format
11.1.Each province may enter a minimum of one team.
11.2.Depending on the number of entries and the size of the venue, the host province has the first choice to enter an additional team.
11.3.Non-host provinces must receive permission from the organizing committee to enter an additional team.
11.4.If five or less teams, the tournament will be played in a single pool round robin format.
11.5.If there are six or more teams competing, the organizer may use a multiple pool system with crossover playoffs.
11.5.1.                The Referee shall seed the entries according to strength and prepare the draw accordingly.
 
12.   Final Standings
12.1.In round robin pool format - order of finish is determined by number of ties won.
12.2.Ties decided as follows:
12.2.1.                If two teams have won the same number of ties, ranking will be decided by the result of the tie between them.
12.2.2.                If three or more teams have won the same number of ties, the total number of matches won will decide ranking. If this leaves two teams equal, ranking will be decided by the result of the tie between them.
12.2.3.                If three or more teams have won the same number of ties and the same number of matches, ranking will be decided by the difference between total games won and total games lost, with greater differences ranked higher. If this leaves two teams equal, ranking will be decided by the result of the tie between them.
12.2.4.                If three or more teams have won the same number of ties and the same number of matches, and have the same difference between total games won and total games lost, ranking will be decided by the difference between total points won and total points lost, with greater difference ranked higher. If this leaves two teams equal, ranking will be decided by the result of the tie between them.
12.2.5.                If three or more teams have won the same number of ties and the same number of matches, have the same difference between total games won and total games lost and have the same difference between total points won and total points lost, ranking will be decided by drawing lots.
12.3.A conceded match shall count as if completed without the conceding side scoring another point.
12.4.All results of any team that has been disqualified or withdraws shall be entirely deleted.
 
13.   Injuries
13.1.If a player is injured before play begins, no alterations to the line-up will be permitted.
13.2.If a player is injured during play, team officials only are permitted on court with the referee’s permission.
13.3.If the injured player is unable to continue, the umpire/referee shall announce the match and report the appropriate score to the draw desk.
13.4.No substitutes are permitted in a tie, however, in subsequent ties, the team can submit a line-up not including the injured player.
13.5.No additional player(s) other than those on the team’s initial roster are permitted to play.
 
14.   Entry Fee
14.1.Entry fee, as established by the organizing committee, shall be due on or before the entry deadline
